The Bracha Rishona on Potato Latkes is Borei Pri Hoadama, and the Bracha Acharona is Borei Nefashos.
Potato Latkes are a traditional Chanukah staple. Latkes are pan-fried potato pancakes made from grated potatoes and onions, eggs, and a binder, such as matzo meal or breadcrumbs. In their ideal form, they are light and creamy on the inside and crispy and golden on the outside.
As per Rav Belsky, although the potatoes are finely ground, the Bracha is still Hoadama since today most potatoes are processed into flakes and flour. (See Mishnah Berurah 202:42-44). However, if a substantial amount of flour of the Chameshes Minei Dagan (five species of grain) is used, a Mezonos is required.
